The military agreement was signed in the third round of the 2+2 Ministerial Dialogue and paves the way for a full-fledged and close partnership between India and the UNITED States. As the name suggests, COMCASA takes care of secure military communication. CISMOA covers the provision of encrypted communication equipment and systems allowing secure communication between the two military personnel and their assets in times of peace and war. However, many countries, such as India, are reluctant to connect to CISMOA because U.S. communication and encryption equipment is only accessible to maintenance or repair equipment for U.S. personnel. This does not mean that US troops will be deployed in India or vice versa. The agreement is purely logistical.
